Carbon Leakage
I have a question concerning the extension of carbon leakage measures beyond 2020.
A study commissioned by DG CLIMA and conducted by ECORYS entitled” Carbon Leakage Evidence Project” published in September 2013 [1] found no evidence of carbon leakage from the EU member countries during the last two ETC periods (since 2005). The absence of evidence for carbon leakage had previously been highlighted by a consensus of environmental NGOs [2] in response to a public consultation run by the EC in 2010.
Despite these reports measures to “address the risk carbon leakage” been extended to 2030 as part of the 2030 climate & energy framework. This seems to contradict the research cited above.
My query is on what scientific evidence was used to make the decision continue active attempts to mitigate carbon leakage until 2030? And if possible could you be so kind as to provide a link to the published evidence.
