Will the UK reach the EU target of 50% recycling?

There has been several articles in The Times, The Telegraph and The Daily Telegraph that the UK will be facing millions of pounds worth of fines for not reaching 50% recycling of household waste.
What is the evidence behind this claim? It is claimed that some councils have significantly increased recycling such as an increase in Ashford from 12% to 55%. If this is possible can methods be imposed to increase recycling in other areas too.
Can the timing of bin collection changes improve the percentage of waste recycled? How does having to separate waste into different recycling bins influence the amount recycled?
